Pakistan has stated that the Afghan Taliban regime continues to provide shelter to terrorist organisations, including Tehreek-e-Taliban Pakistan (TTP), also known as Fitna al Khawarij, and the Balochistan Liberation Army (BLA), referred to as Fitna al Hindustan, along with their affiliates.

In a statement issued on Monday, the Ministry of Foreign Affairs (MoFA) categorically rejected allegations of civilian casualties during Pakistan’s counter-terrorism operations, describing them as baseless and unsubstantiated. The Foreign Office stressed that misleading narratives cannot conceal the threat posed by terrorist networks operating from Afghan territory.

The ministry said the Afghan Taliban regime bears responsibility for preventing its territory from being used to plan and launch terrorist attacks against Pakistan, which have resulted in more than 3,500 casualties in 2026 alone.

According to the Foreign Office, relevant United Nations mechanisms, including the UN Monitoring Team, have repeatedly highlighted the presence of terrorist organisations in Afghanistan, raising serious concerns within the international community.

The statement maintained that thousands of Pakistani civilians have been martyred in terrorist attacks planned, financed, supported and carried out from Afghan soil under the watch, patronage and active facilitation of the Afghan Taliban regime.

The Foreign Office emphasised that no responsible state could remain passive when its civilians and security forces are repeatedly targeted by terrorists.

Pakistan clarified that its counter-terrorism operations inside Afghanistan were conducted in exercise of its right to self-defence, guided by the principles of necessity and as a measure of last resort.

The ministry stressed that these operations exclusively targeted terrorists and their logistical support bases in Afghanistan. It maintained that Pakistan’s response was proportionate to the threat and strictly adhered to the principles of distinction and precaution.

The Foreign Office further stated that the scale and scope of Pakistan’s actions demonstrated restraint, particularly considering the severity and frequency of terrorist attacks against the country.

Pakistan urged the international community to hold the Afghan Taliban regime accountable for failing to fulfil its obligations under relevant United Nations Security Council resolutions and other commitments to prevent Afghan territory from being used as a launchpad for terrorism.

Reaffirming its position, Pakistan declared that it reserves the right to take all necessary measures to safeguard its sovereignty, territorial integrity and the safety and security of its citizens.
