Military chiefs from Pakistan, Saudi Arabia and Türkiye have affirmed their commitment to collective defence and pledged to protect the security, sovereignty and territorial integrity of Saudi Arabia, as the three countries move to translate the Makkah Joint Defence Agreement into operational military cooperation.

The meeting of the Chiefs of Defence Forces and Chiefs of General Staff of the states party to the Makkah Joint Defence Agreement (MJDA) was held in Riyadh on Friday, September 25, according to a statement issued by Pakistan’s military media wing, Inter-Services Public Relations (ISPR), on Saturday.

The meeting brought together senior military leadership from the Kingdom of Saudi Arabia, Pakistan and Türkiye against the backdrop of recent attacks targeting Saudi Arabia.

Military Chiefs Review Threats Facing Saudi Arabia

According to ISPR, the military chiefs reviewed the prevailing security situation and threats facing Saudi Arabia and strongly resented attacks targeting the holy city of Makkah as well as civilian and economic infrastructure in the Kingdom.

They also appreciated the vigilance and professionalism of the Saudi Armed Forces in protecting the population and maintaining the Kingdom’s security.

The meeting follows heightened regional tensions and recent attacks against Saudi Arabia, which have raised questions over how the collective-defence provisions of the Makkah Joint Defence Agreement would be implemented.

Intelligence Sharing, Military Coordination to Be Enhanced

The three sides discussed measures to deepen cooperation among their armed forces, with a particular focus on intelligence sharing, military coordination and capability integration.

According to ISPR, these measures are intended to strengthen deterrence and collective defence among the three countries.

The participants said the Riyadh meeting reflected the longstanding relations and mutual trust between the people and armed forces of Pakistan, Saudi Arabia and Türkiye.

Significantly, they expressed their shared determination to “immediately translate” commitments made under the Makkah Joint Defence Agreement into effective military cooperation.

Three Countries Affirm Collective Defence of Saudi Arabia

Concluding the meeting, the military chiefs strongly affirmed their commitment to collective defence, demonstrating what ISPR described as the resolve of Pakistan, Saudi Arabia and Türkiye to defend the security, sovereignty and territorial integrity of Saudi Arabia.

The meeting marks a significant step towards operationalising the Makkah Joint Defence Agreement following its signing by Pakistan, Saudi Arabia and Türkiye on August 7, 2026.

The agreement established a framework for enhanced defence and security cooperation among the three countries, while its General Secretariat is being established in Riyadh. Pakistan recently announced retired Lieutenant General Nauman Mahmood as the first Secretary General under the agreement.

The latest military-level engagement comes as the three countries seek to develop the institutional and operational mechanisms required to implement the pact’s collective-defence commitments.
