CIA Assessment Warns Israel Could Face Civil War or State Collapse: Report

A classified CIA assessment has reportedly warned that deepening political, economic and social divisions inside Israel could eventually push the country towards serious internal conflict, including scenarios involving civil war or state-level collapse.
According to US investigative outlet Drop Site News, the assessment, titled “Fracture From Within,” was prepared in August by experts from the CIA’s “Red Cell,” which is tasked with producing alternative analysis and challenging conventional assumptions within the US intelligence community.
Drop Site cited two US sources briefed on the assessment as saying the analysis examines how years of war in Gaza, conflict with Lebanon and Iran, mounting economic pressures and widening divisions within Israeli society could interact to produce severe internal instability.
The assessment reportedly draws on both open-source information and US intelligence. According to Drop Site, its analysis primarily focuses on Israel’s Jewish population and does not incorporate Palestinian citizens of Israel, who make up roughly 20 percent of the population.
Elections Could Test Israel’s Internal Divisions
The reported CIA assessment examines Israel’s vulnerabilities ahead of elections scheduled for October 27, identifying several pressures that could deepen existing divisions.
These include the economic cost of prolonged warfare, enormous military expenditure, psychological trauma among soldiers returning from extended conflicts, anger over military-service exemptions enjoyed by ultra-Orthodox Jews, growing settler violence in the occupied West Bank and an escalating constitutional and political confrontation surrounding Prime Minister Benjamin Netanyahu.
One US intelligence community source cited by Drop Site said the assessment was prepared by specialists on Israel and should not be dismissed as a hypothetical exercise.
According to the source, Israel’s approaching elections and the scale of its internal divisions mean the possibility of serious domestic confrontation warrants attention.
Military Service Emerges as Major Fault Line
One of the deepest divisions identified in the assessment concerns military service.
Ultra-Orthodox men have historically received broad exemptions from military service while also benefiting from state support. However, repeated mobilisation of reservists during prolonged conflicts has intensified resentment among Israelis required to leave their jobs and families for military duty.
Ultra-Orthodox leaders argue that compulsory military service threatens their religious way of life and obligation to Torah study.
The reported assessment suggests the increasingly unequal distribution of the military burden could become a significant source of political and social confrontation.
War Takes Growing Economic Toll
Israelis are also facing mounting economic pressure from years of conflict.
Food prices have reached record levels, while prices of food products, including fruit and vegetables, have increased by 9.5 percent over the past two years, adding to inflation and a growing cost-of-living crisis in an economy strained by war.
The CIA assessment reportedly identifies economic deterioration as one of several factors that could amplify existing political divisions.
Netanyahu’s opponents, meanwhile, remain divided over leadership and coalition strategy. According to the report, much of the domestic criticism directed at Netanyahu centres on his handling of the war and the security failure surrounding the October 7 attack.
Recent polling cited in the report indicates that neither Netanyahu’s bloc nor his opponents currently have a clear path to the 61 parliamentary seats required to form a government.
Growing International Isolation
The assessment also reportedly points to Israel’s increasing international isolation as a potential long-term vulnerability.
This includes declining support in the United States, which Israeli officials themselves have privately described as a significant long-term threat, according to Drop Site.
The possibility of Israel becoming increasingly isolated internationally is identified among factors that could compound domestic instability.
What Could Trigger a Wider Crisis?
The CIA’s Red Cell reportedly examined potential scenarios through which mounting pressures could escalate from political division into open internal conflict.
One scenario involves foreign technology and artificial intelligence companies withdrawing investment, operations or personnel from Israel, placing further pressure on an already strained economy.
Regional governments could also reassess the strategic value of normalising relations with Israel if domestic instability deepens.
The assessment reportedly considers the possibility that Hamas or Hezbollah could seek to exploit a period of severe Israeli internal weakness.
The analysis does not mean the CIA has concluded that Israeli civil war or state collapse is inevitable. Red Cell assessments are specifically designed to explore alternative scenarios and challenge prevailing assumptions.
However, according to the US sources cited by Drop Site, the assessment argues that Israel’s accumulating political, military, economic and social pressures have created conditions in which a major internal crisis can no longer be dismissed.
